Andrea is a local government attorney who provides practical, cost-effective legal advice to counties, cities and towns. She serves as counsel on matters requiring particular expertise such as land use, procurement, franchise negotiations, environmental law. Andrea believes in the practice of “preventative law” and provides education to local government clients through workshops so as to minimize the chance of successful legal claims against them. Topics are customized to meet local needs and have included land use law for planning commissions and code enforcement officers, tax collection, the Virginia Freedom of Information Act and the Virginia State & Local Government Conflict of Interests Act. She understands that elected officials often must make difficult decisions quickly and in response to public demands, and takes pride in providing advice and options in a timely and professional manner.
During her over 30 years of practice, Andrea has also represented clients in enforcement matters and lawsuits before state administrative agencies and in state trial and appellate courts throughout Virginia.
